Heavy weight courier allowed to be cleared through courier terminal in Mumbai Airport in response to RAI’s representation
The Commissioner of Customs of Chatrapati Shivaji International (CSI) Airport, Mumbai, had issued a Public Notice dated 11.11.2013 stating that all the parcels weighing more than 70 kgs. and arriving in Courier mode shall be transferred to Air Cargo Complex Sahar, Mumbai.
Such parcels will be accessed and cleared as normal-air cargo at ACC Sahar, Mumbai thereby increasing the transaction cost and clearance time. Please find the circular here.
However, referring to Central Board of Excise and Customs (CBEC)Circular No. 85/98-Customs dated 13.11.1998, all shipments on which DGFT Chapter 3 licenses are involved were being cleared in courier terminal by filing of formal bill of entry as per Bill of Entry (Forms) Regulations, 1976. The CBEC circular was intended to facilitate trade by faster clearance apart from reducing transaction cost to which the public notice by Commissioner of Customs of CSI Airport was acting as a deterrent to trade.
In this regard, RAI submitted a representation to the Ministry of Finance seeking their intervention to reverse this trade defeating public notice by Commissioner of Customs, CSI Airport, Mumbai so that goods where the weight of individual package exceeds 70 kgs. get cleared from the courier mode itself. We are pleased to inform you that in response to RAI's representation, this Public Notice of Commissioner of Customs, CSI Airport dated 11.11.2013 was put in abeyance vide Public Notice number 12/2013 dated 04.12.2013 stating that members who choose to import shipments on the express mode & will not be forced to clear the same from Air Cargo Complex in Mumbai.
